Question: I saw in another customer question that this is just the frame without the toilet seat? what use is it then? does this really not come with a seat?
Answer: It comes complete as the picture shows, with the toilet seat. Very sturdy and good quality. The height is adjustable. -
Question: It specifies seat height 17 to 23 inches. Does this mean that you can adjust the seat height from sitting position to floor up to 23 inches?

Answer: Let me put it this way, It works on mine (elongated style) Kohler I just tested it. it's actually used in my 96 year old mother's bathroom Kohler (rounder style) toilet. You should be ok.
