Answer: no it is a round 'mouth' - nice heft and nice size... without going out and measuring it the 'mouth' appears to be a tad smaller than a traditional metal bucket -

Question: Is this a flat surface on the bottom?
Answer: No, it has a groove inside the bottom edge, slightly raised center, and what looks like a grip on the spout side of the bottom. -
Question: What are the dimensions of the top outside diameter, the bottom outside diameter, and the overall height?
Answer: Hi Linda, We took the dimensions requested and tried to get the measurements as accurate as I can. Top Upper = 12" Bottom Outside = 7" Overall Height = 9.5" (although here I would be mindful of the feature that the bucket is slightly smaller on bottom than on top)
